1. Near-Field Boundary: Handhelds operate within 20 cm of the body where power density MPE equations do not apply; evaluations are governed by Specific Absorption Rate (SAR) under Controlled/Occupational thresholds (47 C.F.R. § 2.1093).
2. Time-Averaging: Units are operated exclusively with conversational Push-To-Talk (duty factor ≤40%) or 2-slot TDMA DMR (50% hardware frame cycle). At 10W PEP, effective time-averaged conducted RF power does not exceed 2.0W–4.0W across the mandatory 6-minute evaluation window.
3. Safety Mitigation: Operators maintain a minimum 1–2 inch clearance from the face during transmission and deploy remote speaker microphones (RSMs) or headsets during extended operations.
DETERMINATION: All portable transceivers operate fully within FCC Controlled/Occupational SAR limits.
